Relationships:  

Inertia’s only soild relationship is with the sentient computer complex Craydl.  He has an abiding hatred for Impulse, and by extension, all other members of the Barry Allen dynasty of speedsters.  He has a twisted hatred/fondness for Max Mercury.

 
Powers:   Inertia has the same powers as Impulse does: a direct line to the Speed Force, granting him super-speed (approaching the speed of light), along with all the various tricks which speedsters can do, such as running on water and vibrating through solid objects.  Inertia also has access to a vast sentient computer complex, Craydl, housing a variety of scientific marvels including technoplasm, teleportation devices, and time travel equipment.
 
History:  

In the mid-20th century, twin boys Barry Allen and Malcom Thawne were separated at birth.  Barry Allen went on to become the Flash, while Malcolm Thawne used gypsy magic to become the super-villain Cobalt Blue.  Thawne’s hatred of Allen spread through his family line for hundreds of years, spawning numerous villainous foes to oppose the Allen clan.
     In the late 30th century, Earth President Thawne mixed some of his DNA with that of his grandson, Bart — the blasphemous result of his daughter, Meloni Thawne, marrying Barry Allen’s son, Don Allen — in order to create a clone of Bart who would use his powers in the name of the Thawne legacy.  Grown by the sentient computer complex Craydl, the clone awoke hundreds of years later, taking the name Thaddeus Thawne, aka Inertia.
     Seeking to fulfill his legacy, Inertia studied Impulse’s 20th century career in great detail, endeavoring to learn every aspect of his counterpart’s techniques in order to triumph over him with ease.  However, despite suffidient knowledge, Inertia’s fears and Impulse’s unpredicatbility caused Inertia to lose and he fled the scene of their battle.  (Impulse #50-53)
     Some time later, Inertia put a new plan into action.  When Impulse was briefly in a different dimension, Inertia kidnapped and imprisoned him.  Then, dying his hair and imitating Bart, Inertia took Impulse’s place.  The imitation was imperfect — Thaddeus was more knowledgable, attentive, and stable than Bart — but the adults around him attributed it to Bart’s growing maturity, and they were distracted by Max Mercury’s failing health.  Allegedly in an effort to restore Max’s connection to the Speed Force, Inertia-as-Impulse took Max Mercury to the edge of the Speed Force, but he actually intended to dispose of Max there, instead.  Just after they left, Impulse freed himself and then chased after them.  Inertia seemed to be having a change of heart, touched by the care Max Mercury had shown for him, a human touch he had never experience under Craydl.  Impulse and Inertia battled on the edge of the Speed Force, and Inertia was apparently sucked in, lost forever.  Only time will tell if that is true, however.  (Impulse #62-66)
