Plot:

Using the power of Bedlam, Impulse brought all his family to the 21st century, even those who are supposed to dead.  They try to convince him that he has done the wrong thing, but he’ll hear none of it.

Only scenes featuring Legion of Super-Heroes characters are dealt with here.

1. All the 30th and 31st century characters (and especially the dead ones) are deemed to have been plucked from the timestream . Per this issue, they know their fates, but there isn’t any indication that they have been pulled a split-second before dying.  As a result, they are simply untrackable.

2. Due to the undoing of this storyline in this issue, the 21st century characters are also untrackable outside this story.

3:3 This is a flashback to Impulse #86.  Pictured are Flash II, Impulse, Carol Bucklin, the Tornado Twins, and Max Mercury.  XS, Flash I, Meloni Thawne, Iris Allen, Josh Jackam, and Joan Garrick were also present.
Dialogue is from the Phantom Stranger, but is not tracked.
7-8 Max Mercury and the Phantom Stranger are viewing this from Limbo.
7:4-5 Note that Bart hasn’t snatched them from a split-second before they died, nor brought them from the afterlife, but has somehow diverged the timestream in a self-aware manner.
9:1 The figures being thrown away are Barry, Don, and Dawn.  They are superheroes and can “take it.”  Subconsciously, Bart wouldn’t let the power lash out so strongly at Carol, even though she is present also.
9:5 That is Don Allen’s shoulder.
11:4 That is Don Allen in the bubble.
7-11 Arguably, Bart hasn’t really brought back his family, but has instead created simulacra and imbued them with bits of his conscience.  (In particular, observe the comment in 11:3 about Carol’s notebook, recording all his failures.)  Note that the ones who mean the most to him — Barry and Don — do most of the talking, and the one he knows the best and thus whom he knows he should listen to the most — Jenni — doesn’t come to speak with him at all.
11:5 “Eris velocituum” is Latin, but the exact translation isn’t clear: “You will be the speed,” or something like that.  Perhaps “Be one with speed,” a spell to take someone to the heart of the Speed Force.
12:1-2 Note that all the speedsters vanished when Bart did, but Carol did not.  She is thus the real Carol, pulled through time, not a simulacrum created with the Bedlam power.
15:4
This is not a flashback to the previous issues, since it includes Wally West.  It is a purely non-continuity cameo.
