1. All 31st century characters are deemed to be from “Earth-SL” (Superboy’s Legion), with the exception of the Imperiex probe (which transcends universes), but this is not explicitly mentioned in their tracking in the name of saving space.

2. This Persuader apparently crossed over from the main DC Universe.  His Axe did not, however.

Analysis Notes

General Only pages 24-28 are covered here.
Throughout this issue, Young Justice has encountered alternate histories and futures which do not fit with our knowledge of the DC Universe, and thus must be Hypertime jaunts into parallel universes.  As a result, the version of the Legion and other 31st century characters seen here is almost certainly not those from the main continuity.  The Fatal Five designs match those from Superboy’s Legion; Universo’s matches that from Titans/Legion of Super-Heroes: Universe Ablaze; and Mordru’s matches that from JSA, a younger version than that seen in the Legion’s time.  Since the Universo and Mordru designs do not violate the Superboy’s Legion universe, we will consider this to be the same universe as seen in that series, and will explain the differences as needed.
Note that none of the Legionnaires who died during Legion Lost — Monstress, Element Lad, and Live Wire — are seen in this universe, nor is Shikari or any of the ones seen on promotional art for The Legion: Gear, Dreamer, Timber Wolf, or Quislet.
24:2 3004 is three years in the future of the main continuity Legion, and at least that far (if not more) in the future of the Superboy’s Legion version.  That can account for a lot of the changes in evidence here.
“Anyone”?  Robin, Impulse, and Superboy have all met Legionnaires, with two of them having more than just a single meeting.  At least Superboy and Impulse should know what the United Planets is, and Robin has a good chance as well.
24:2 Note that these designs are a match for the Superboy’s Legion versions of the Fatal Five, and four of the five are definite non-matches for the main universe versions.  The Empress would never wear such an outfit; Validus doesn’t have claws; Mano’s body is not rubbery and the rest of the Fatal Five would never accept him back after he turned on them and tried to kill Tharok in < >; and Persuader’s costume differs (although that is a minor variation, easily dealt with by the projection of this into the future).
25:1 M’Onel is in the doorway in the background.
25:2 The speakers here are members of Young Justice, but there aren’t enough balloon pointers for all the members.  However, we can discount several of the members: Superboy wouldn’t spout out his own name like this, Lobo would probably use some epithet instead, and Robin would be more controlled.  Thus, the four speakers are The Secret, Wonder Girl, Impulse, and Empress.
25:3 The silhouetted characters are the Emerald Empress, Mano, Empress, Lobo, and Robin.
25:3, 26/27:1 Assuming that this is the Superboy’s Legion universe, we need to explain this Superboy/Valor/M’Onel situation.  From the Young Justice Superboy’s perspective, this is Lar Gand, whom he knew as Valor, and who is now going by the name M’Onel.  In Superboy’s Legion, Kal Brande started as Superboy in that costume and later changed to the classic Mon-El outfit, going by the name Kal-El.  In the Superboy’s Legion universe, Superman had bypassed the 20th century, yet M’Onel here obviously recognizes Superboy.  Since time travel has always been a facet of the Legion, an explanation might be that Kal-El took a trip back to the 20th century, where he went by the name Valor and met that era’s Superboy; after returning to the future, he changed his name yet again to M’Onel, but readopted his original costume as a recruitment tool for gathering heroes (and others) around the Legion banner in order to battle the Imperiex probes.
26/27:1 Note that XS did not appear on the last page of Superboy’s Legion #2.  Her presence here is the biggest argument against this being the Superboy’s Legion universe, although she could have joined between that page and 3004.
Does Jenni mean Impulse?  Her other cousin is Wally West, Flash III.  We don’t know his fate in the Superboy’s Legion universe, so she could be referring to him.
Apparition: Phantom Girl must have changed her name.
“What is your world like?”  The main DC universe, Apparition spent most of a year there, so she should know.  This comment helps mark this as an alternate universe Legion.
Footstep Drive: that is the name of the faster-than-light starship drive created by McCauley’s people after the failure of the stargate network in the main DC continuity.  Nothing precludes that sort of a parallel in alternate universes.
“Star Boy” is probably a typo for the Superboy’s Legion version, “Starboy”.
“Only one Empress”: the Young Justice member speaking to Apparition is Empress, but this also alludes to the Hypertime nature of this scene: in the main DC universe, there is another Empress, almost even an Emerald Empress.
Robin met several of the Legionnaires, including Spark who is right there, but she makes no comment to confirm that, so this may be another indication of an alternate universe situation.
26/27:2 “Suns throughout the solar system”?  Just how many are there, other than Sol?  (He must mean throughout the United Planets or throughout the galaxy.)
26/27:4 The silhouetted characters are Spark and Robin.
26/27:5 Note that he refers to himself as “Brainiac” rather than as “Brainiac 5.”  This universe’s version apparently encountered something like the Fires of Creation, too, based on the facial markings.
28:1 If the two locations seen here are representative — five characters per Imperiex probe — there are a lot of super characters (heroes and villains both) involved in this, far more than have been seen to date in the Legion books in the main universe.  Undoubtedly this includes the Legion of Substitute Heroes, the Heroes of Lallor, the Uncanny Amazers, the remnants of the WorkForce, and who knows whom all else.  We also see two major villains here — Universo and Mordru — implying that everyone is pitching in, if those two are included as well as the Fatal Five.
The screen to the far right shows the face of an Imperiex probe.
The holoscreens do not count as separate panels.
28:3 Everybody else on the team seemed to be eagerly grabbing the Temporal Compass, and that’s how they kept bopping through Hypertime.
