Plot:

After L.E.G.I.O.N. rescued Snapper Carr from the Khunds — unfortunately only after they had severed his hands — Vril Dox restores Snapper’s hands, although without his teleportation powers. Then Hourman comes through time to rescue Snapper, connected to a limp Amazo

Analysis Notes

General Only pages 20-22 are dealt with here.
The stated gist of this scene is that Amazo sent Snapper Carr back in time — based on the body seen in Hourman #20, only Snapper’s mind was sent — to relive the details of how he lost his teleportation powers.  While the presence of Snapper’s future mind and then Hourman and Amazo would seem to cause paradox, since this scene has never been shown before, Hourman and Amazo’s appearance may not be paradoxical, and the timestream is sturdy enough to withstand what amounts to little more than non-sequiturs on Snapper’s part, so long as his future mind doesn’t change his past self’s actions in any significant way.
This portion of Snapper Carr’s story occurs between his appearance with the Blasters in Valor #< > and Lyrl Dox’s takeover of L.E.G.I.O.N. in L.E.G.I.O.N. ’< > #< >.  Until those issues are analyzed, exact placement cannot be done.
20:1 The planet is presumably Cairn.  The time is a couple years prior, for Snapper, anyway.
21:1-3 This seems to be taking the overused concept of nanites to a bit of an extreme.
