Plot:

At United Planets headquarters, Leland McCauley and Winema Wazzo double team Brande and the Legion, resulting in the suspension of the Legion’s charter and Brande’s impeachment.  Star Boy, Dreamer, and the Amazers leave Earth, and Dream Girl has a premonition that they won’t see some of the Legionnaires again.  Thunder also leaves the team.  At the Legion Outpost, Element Lad, Invisible Kid, and Chuck Taine fight three members of the new WorkForce, while the others go to stop Brainiac 5.1.  Meta ends up destroying the stargate and opening a rift in space which will soon destroy the solar system, starting with Brainy and Helios.  On Earth, the Legion may have been suspended, but they still set out for the Outpost to save the solar system.

1. In later issues, Repulse is revealed as a Villain (or at least as a not very nice person), but here, he is in the role of a Hero (but not a very nice one).

2. Although we know he will eventually go by the name Wildfire, Drake’s first codename will be ERG-1, so he is listed as such.

3. It is not clear that Leland McCauley actually was Ra’s al Ghul at this point, but a best guess assumption is that Ra’s al Ghul killed and replaced McCauley during the Blight invasion.

Analysis Notes

Cover Brainy’s suit has a spacewalk line here which isn’t present in the interiors.
“Widening Rifts” refers to several things in this story arc: separating the Legion from being a direct part of the United Planets government, separations between the characters (such as with Star Boy, Thunder, and Winema Wazzo), the tainted stargate, and the impending break into the Legion Lost series.
2/3:1 “Event Horizon” typically refers to the point in a black hole where the escape velocity equals the speed of light, and thus at which even light gets trapped.  In this case, it indicates the edge of the coming Legion Lost series as well as the edge of the expanding stargate which will eventually suck everything in.
These new WorkForce members are “responsible, trained adults”: responsible to whom, and trained by whom?
Repulse’s morphing body suit is a clever use of Braalian powers.
Does everyone from Braal have to be a magnoball player?  (Everyone from Earth doesn’t play football, no matter what kind of football you mean.)  Some people had suggested that Repulse might actually be Omar Magz, but both Repulse and Dyrk are on the Outpost in Legion of Super-Heroes v4 #125 with no mention of such, so that probably is not the case.
Where have we seen a faceted woman named after a precious stone, wearing a cape?  Oh, yes: this character design was swiped from Ruby, a member of Dark Horse’s Agents of Law hero team.
Dune: aka Marvel’s Sandman.
Meta: this character design is very similar to Shadowpax, from Lone Star’s Pantheon team.  Why would a Daxamite have this full-body indigo outfit?  (Protection from lead, maybe?)  The mere idea of another Daxamite leaving the homeworld to go superheroing is suspicious.
4:3-4 Helios seems a bit uncertain for someone so “responsible” and “trained”.  This indicates that McCauley’s new WorkForce definitely isn’t all it is cracked up to be.  Some people regarded this uncertainty and her knowledge about the Legionnaires as an indication that she may be Lori Morning using the H-Dial (which turned out to be true); possibly, but she is also stated as being from Earth, so she would arguably have more knowledge of the Legionnaires than her other teammates would.
4:5 Repulse’s headband covering his eye is some sort of a magnetic resonance enhancer designed to use his powers to give him 360-degree vision, or something like that.  Either that or it’s just the worst costume design this side of... of... of...  Okay: just the worst.
5:1 Since this issue occurs directly on the heels of the previous one, the building seen from inside in Legion of Super-Heroes v4 #124 must have been Legion headquarters.
5:3 This marks a dramatic personality shift from Jazmin’s attitude prior to joining the Legion
6:1 “Haute couture”: the local fashions.  (Monstress is a clothes horse.)
6:3, 6:6 Legion Lost alert: this indicates that Monstress and Kid Quantum are probably part of the cast of the next series.
6:5-6 Nura isn’t saying that this is a prediction dream, and she usually would if it were one.  Note, of course, that even if is a prediction, it doesn’t mean anything fatal will happen to Monstress and Kid Quantum; other options include something happening to Thom and Nura, or the foursome just never meeting again.  Or cynically, the cancellation of the Legion titles after Legion Lost, such that we-the-readers never see them again.  (After the fact, the dream reference was to the four of them: Monstress was killed in Legion Lost.)
6:6 Art error: this is apparently a view from outside the cruiser, with Earth reflected, but the reflection isn’t a mirror image.  Alternately, it could be a view from inside looking out, in which case Nura’s face isn’t reflected correctly (since the star would be on the other cheek).
7:4 Meta’s reference to Brainiac 5.1’s mother is probably coincidence.
7:4-5, etc. One wonders what means of communication the WorkForcer’s are using in airless space, as there aren’t obvious radio broadcast indicators.  Observe as well that Helios does not need a transuit.
9:3 Jan should have been able to free himself from Amber’s sap by transmuting a hole through the glob.  Chuck simply beat him to it (and took out one of the foes at the same time).
10:2 Recall that “Drake” is the merged life essences of Blast-Off (Jahr-Drake Ningle) and Atom’X (Randall Burroughs).
Legion Lost alert: this scene, and especially the comment about the Science Police thinking that ERG-1 is a Legionnaire, indicates that ERG-1 is a probable cast member for the Legion Lost series.  (He also gets referred to as a member in Legion Worlds #1.)
10:4 Recall that Tinya is half-Carggite, with two of her selves stolen as an infant.  One was sent through time with amnesia, became Phase of L.E.G.I.O.N., and was eventually reunited and remerged with Tinya; the result gives her a double set of memories and experiences to deal with.  The third self’s fate is still unknown.
11 This is presumably a mostly accurate dream flashback.  The Ultra Boy/Sensor fight presumably occurred in Science Police headquarters, since that is where Sensor and her team were captured.
12:2 Legion Lost alert: there appear to be significant relationship depths that Abnett and Lanning want to explore for Apparition and Ultra Boy.  Tag them as probably in the Legion Lost cast.
12:5 ERG-1 has no physical body, and he feels this lack intensely when seeing others touch.
13:4 Meta is presumably dead, having been sucked through the Rift into the region “outside” the universe.  Even Daxamite physiology might not be able to survive there for long.
15:5 The stargate is presumably located between the orbits of Saturn and Uranus.
15:6 The unspoken bit here is that neither Brainy’s suit nor Helios’ powers are strong enough to get them away from the rift; they are within an event horizon.
16:2 No idea what an “alpha-planet” is; perhaps a United Planets member world?  In Legion of Super-Heroes v4 #124, we were told it was seven other worlds, not six.  Assuming that this is correcting that, then the other affected worlds are undoubtedly Braal, Aleph, Winath, Rimbor, Korzon 5, and Loberzia.
16:5 Note that there was never an intent to “trust our defense” to the Legionnaires.  They were mostly to be a publicity organ for the United Planets, with superheroing/defense second.  Would that someone, anyone, were to remember this and comment on it.
17:2 Yes, the Legion led the Blight to Earth, but not because they were the Legion.  A Legion ship simply had the bad luck of being in the stargate at the same time that a Blight ship was travelling nearby.
17:4 Yes, go right to a vote.  Allow no defense or even any response to the charges.  Railroad both Brande and the Legion.  Ain’t martial law fun?
18:2 The silhouettes are the mirror image of the characters seen in 18:3: Cosmic Boy, Gates, Ultra Boy, Apparition, Karate Kid, Sensor, Leviathan, Live Wire, and M’Onel.
18:3 This action, beyond all others, really should warrant a comment from Gates.
18:4 Impeachment?  Boy, these delegates work fast.  (Note that if this organization works like the 20th century United States, the Legion suspension could be overturned by the courts, possibly, but the impeachment lies completely in the hands of the delegates, with no appeals process available.)
Does this impeachment make Winema Wazzo the new president of the United Planets, or will there be an election of some sort?  She will undoubtedly be at least an interim president.  (Which thus makes this doubly unfortunate, since she has just run out of office the person who put her in office.  Spiteful bitch.)
19 Observe that Thunder is the newest Legionnaire, and also the one with no connections to 30th century life.  She has no basis from which to look toward the Legion’s future in a positive way, so she is the most apt to take this sort of an action.
The Legionnaires might not think that she is running away, but the fans do.
Where is the Wisdom of Solomon and the Courage of Achilles when you need them?  Apparently Cece hasn’t been using her powers to their fullest extent due to the stress from the Blight invasion and this aftermath.
She presumably left the Legion belt as well as the ring, and thus doesn’t have anything to remind herself of the 30th century.
What purpose Cece’s actions really have isn’t clear, as indications are that she cannot become Thunder in the 90th century; when she says the magic word, she’ll come back to the 30th century.  (Poor writing.)
19:4 Wrong magic word.  Cece says “Captain Marvel” to make the change.
19:3-5 Observe that the L* on the ring is more or less vertical, parallel to the ring band.  The face of the flight ring rotates, presumably with gravity.
20:2 The lesser or even unpowered teammates are still the heart and soul of the Legion.
This counts as speaking for Dyrk.
20:5 Lyle has had other, more pressing things on his mind, after all.
21:2 Make things worse for him how?  He’s already been impeached (although for what charges, we don’t know).  Brande is still one of the richest sentients in the galaxy, fully able to fund the Legion as a private group; their charter as an arm of the United Planets may have been pulled, but that isn’t necessary for them to be heroes, just for them to enjoy the full access that they have in the past.
21:3 Brande’s dream, Xavier’s dream.
22 M’Onel is missing from this page.  Unintentional, no doubt.
Letters The response to the Joseph Jacob letter refers to Drake’s time with the legion being very limited.  This refers to him apparently getting destroyed (yeah, right) in Legion of Super-Heroes v4 #125.
